Workforce restructuring · Business change
Change the workforce around the work the business must still deliver. Element MEA helps leadership teams in Dubai, Abu Dhabi, and across the UAE assess options, define decision ownership, and govern implementation with the appropriate legal and regulatory review.
What a performance management system has to do
Most performance management in Dubai fails at the same point: the appraisal form exists, the ratings get filled in, and nothing changes. The form is the last 5% of the work. The system underneath it has to settle four decisions: what each role is accountable for, how the business will tell good from adequate, what happens to pay and progression as a result, and what a manager is expected to do between reviews. element MEA designs and implements that system for mid-market companies, family businesses and regional headquarters in the UAE, then runs the first cycle with you so it holds.
Company priorities translated into function and role objectives (OKRs or KPIs, chosen for your operating rhythm), with a scorecard for every role family so a warehouse supervisor and a sales director are measured on things they actually control.
Mid-year and year-end reviews with calibration across managers, a rating scale with written anchors, and a documented link to increments, bonus and promotion, so the outcome of a review is predictable before it happens.
Short, practical enablement on goal conversations, evidence-based feedback and underperformance, because the system is only as good as the 1:1 that happens in week 7.
How an engagement runs
Milestones follow the review calendar, data readiness and agreed delivery scope.
We read the last two review cycles, the org structure, the pay decisions that followed, and interview a cross-section of leaders and managers. The output is a short diagnostic: where ratings are inflated, which roles have no measurable objectives, where pay and performance have decoupled, and what the system has to fix first.
Goal architecture (OKR or KPI), role scorecards, rating scale and behavioral anchors, the review calendar, calibration rules, and the pay-for-performance matrix. Everything is written as policy your HR team owns, not a consultant's deck.
Configuration in your HR system (Bayzat, Zoho People, Darwinbox, SAP SuccessFactors or a controlled spreadsheet if that is honest about where you are), manager enablement sessions, goal-setting workshops by function, and a calibration dry run before the first real cycle.
We sit in the first calibration, review the rating distribution and pay outcomes with leadership, and hand over a cycle playbook. Second-cycle support can be agreed where the business needs it, including HR outsourcing as an ongoing operating mandate.
Performance and the UAE Labour Law
A performance system should produce agreed objectives, recorded feedback, consistent reviews and documented decisions. It does not by itself establish whether dismissal is lawful. For employers covered by Federal Decree-Law 33 of 2021, Articles 43 and 44 provide different termination routes and conditions; Article 47 addresses dismissal connected to a serious MoHRE complaint or a valid legal claim. It is not a general compensation rule for a missing PIP. We design the PIP process and HR evidence; employment decisions need a case-specific review under the applicable regime, with qualified UAE counsel where appropriate. Official UAE termination guidance, reviewed October 31, 2026.
Confirm the employing entity and applicable employment regime before designing disciplinary or exit procedures. DIFC and ADGM have separate employment regimes. An HR workflow is not a substitute for legal review of a specific case.
Where a company carries Emiratisation obligations, development plans for Emirati staff and retention metrics are built into the same scorecards, so the quota and the performance system do not pull against each other.
Increment and bonus matrices documented with the rating distribution, so the next HR audit or a shareholder question about who got what, and why, has a one-page answer.
Who this is for
The pattern we see most often: a business that grew fast on the judgment of two or three people, now with 200 staff, where increments are decided in a week of meetings every March and nobody can explain the outcome to a high performer who got the same as everyone else. Family businesses moving to a second generation, regional headquarters inheriting a group framework that does not fit the UAE entity, and companies preparing for an investment or sale, where the buyer will ask how performance and pay are governed. The work is scoped to the organisation, its role families and its manager responsibilities. Examples of the mandates we address are on our client work page.
Questions employers ask
Diagnosis of the current cycle, design of goals and KPIs, role scorecards, the rating scale and calibration rules, the link to increments and bonus, manager enablement, configuration in your HR system, and support through the first live cycle. It is a system implementation, not a training course or a template.
The schedule depends on entity complexity, data readiness, manager availability, system configuration and the review calendar. We agree milestones, first-cycle support and handover before work begins. Framework design and a completed review cycle are distinct deliverables.
KPIs suit operations-heavy businesses with stable processes (logistics, retail, F&B, construction); OKRs suit companies changing direction or scaling quickly. Many UAE mid-market companies run KPIs for operating roles and OKRs for leadership and functions. We recommend based on your operating rhythm, not a preference.
Yes. We design to the platform you have and configure the cycle in it. If there is no platform, we run the first cycle on a controlled template and advise on a system only when the process is stable enough to be worth automating.
A credible UAE performance review should connect written objectives to evidence, use a defined rating scale, include a manager-employee discussion, and feed into calibration, development, compensation and, where necessary, a documented performance-improvement process. Element MEA designs the review cycle, manager guidance, calibration rules and decision controls, then supports the first live cycle.
Fees follow a defined scope after a scoping conversation. The proposal identifies deliverables, implementation responsibilities, first-cycle support and any optional continuing support before work starts.
