PEO, EOR or HR Outsourcing in the UAE: Which Model Fits Your Business?
Most founders setting up a team in the UAE meet three labels in their first week of research: PEO, employer of record (EOR) and HR outsourcing. Providers use them loosely, and the price sheets look alike. The legal positions are not alike. The model you choose decides who sponsors your people's visas, whose name sits on the WPS file, and who carries the employer's liability when something goes wrong.
This guide sets out what each model means under UAE rules, where the risk sits, and how to choose. It is written for founders, CEOs and finance leaders deciding how to employ and run a UAE team.

The short answer
If you have no UAE entity yet, or need one to five people on the ground quickly, an employer of record is usually the faster and safer first step. If you hold your own trade license and are building a team you intend to keep, HR outsourcing keeps the employment relationship, the employer brand and the compliance record with your own establishment, while a specialist runs the work.
What "PEO" means in the UAE
The US-style professional employer organization, where a provider and a client share employer status, is not a legal category under UAE labor law. In the UAE, a provider that employs people for your business does so as a licensed employment agency carrying MOHRE's temporary work and outsourcing activity. The agency is the legal employer and visa sponsor. Your company is the "beneficiary" that directs the day-to-day work.
So when UAE providers sell a "PEO" or an "EOR", they are selling the same arrangement: their licensed entity employs your people and places them with you.
The three models side by side
Employer of record (EOR, often sold as PEO). The provider's licensed entity hires the employee, sponsors the visa, runs payroll through WPS under its own establishment and accrues end-of-service gratuity. You pay a monthly fee per employee and direct the work.
HR outsourcing. Your company holds the trade license, the establishment card and the visas. The employees are yours. The provider runs HR on your behalf: contracts, onboarding, payroll and WPS, MOHRE transactions, policies, performance cycles and exits, under your name and your governance.
Hybrid. An EOR covers the first hires while your entity is licensed, then the team transfers to your own establishment and an HR outsourcing partner takes over operations. Agree the transfer terms on day one.
Who carries the risk
MOHRE's rules for licensed agencies place the employer's legal obligations on the agency, and the agency stays primarily responsible even if the beneficiary falls short. The beneficiary still has duties of its own: safe working conditions, assigning only the work that was agreed, keeping to the agreed hours, allowing overtime only within the rules and with the agency's approval, and giving written task instructions.
Two risks matter most for the client company. First, using an agency that is not licensed for temporary work and outsourcing exposes your business as well as theirs. Second, an EOR solves sponsorship, not management. Poor contracts, unclear roles and badly handled exits still land on your leadership team, whichever entity signs the payslip.
Under HR outsourcing, the employer's liability stays with your company, so the quality of the controls matters more than the label. Ask to see how contracts, WPS files, leave and gratuity accruals and MOHRE records are kept, reviewed and handed back.
When an employer of record is the right call
You have no UAE entity yet, or you are testing the market before committing to a license.
You need one to five people in place within weeks, not months.
The work is a fixed-term project and the team will not stay.
When HR outsourcing is the right call
You already hold a UAE trade license, or will within the quarter.
You expect the team to grow past ten people and want to own the employer relationship and brand.
You want headcount, Emiratisation targets and your WPS record to sit with your own establishment.
You need senior HR judgment on policy, performance, reward and exits, not only administration.
Six questions to ask any provider
Can you show your MOHRE license for the temporary work and outsourcing activity, and which entity will sponsor our people?
Under which establishment will the WPS salary file run each month?
How is end-of-service gratuity accrued, funded and paid, and who holds that liability?
What are the terms and fees for transferring employees to our own entity later?
How is employee data handled under the UAE Personal Data Protection Law, and who can access it?
What is included in the monthly fee, and what is charged separately (visas, medical insurance, government fees)?
